Project Description:
CLE staff, in collaboration with the American Institutes for Research, are conducting a legislatively mandated, statewide evaluation study of Proposition 227. Passed in 1998, the proposition requires that California's 1.5 million English Learners (ELs) be taught "overwhelmingly in English" through immersion programs not normally expected to exceed one year, and it permits bilingual instruction only through a special waiver. This five-year evaluation examines implementation and impacts on students and educators; it is the largest and most comprehensive study of Proposition 227 to date. WestEd and AIR have published a Report on the first two years of the study.
