A project of the Department of Developmental Services, the California Early Intervention Technical Assistance Network (CEITAN) provides training, technical assistance, and support to agencies and programs regarding early intervention services and California Early Start for infants and toddlers with disabilities and their families.

California Early Start Library
The California Early Start Library, funded by the California Department of Developmental Services, is a specialized collection of early intervention resource materials and information. This free information service helps families, specialists, educators, caregivers, advocates, and other service providers who are working to improve the lives of infants and toddlers with disabilities or those at risk for developmental delays.

California Inclusion Behavior Consultation Network
The California Inclusion and Behavior Consultation (CIBC) Network is funded by the California Department of Education, Child Development Division (CDE, CDD), and administered by the WestEd Center for Prevention and Early Intervention. The CIBC Network will provide consultation, on-site training, and technical assistance to programs and providers serving children with disabilities and special needs, including issues related to mental health and challenging behaviors.

In response to the Child Abuse and Prevention Treatment Act (CAPTA), which requires referrals for early intervention services for children younger than 3 years who have been abused and neglected, WestEd CPEI helped develop a summit and follow-up partnership working sessions for the California Department of Developmental Services, Lead Agency for early intervention in California (Part C of the Individuals with Disabilities Education Act), and the California Department of Social Services, the agency responsible for Child Welfare Services. Topics include screening, working within dual state agency systems and requirements, and successful efforts from the field that ensure young children receiving CWS are appropriately referred, screened, and assessed to receive eligible Early Start services.

Community College Personnel Preparation Project
The Community College Personnel Preparation Project is funded by the Department of Developmental Services and provides technical and fiscal support to community college child development programs to infuse early intervention competencies into the curriculum for child development program administrators, child development specialists, and early intervention assistants.

In addition, curriculum revision and biannual trainings were developed and provided for the DSP trainers. Early Start Resources, funded by the Department of Developmental Services, assists in developing Early Start outreach materials and disseminates information and resources to anyone interested in early intervention and prevention. The project disseminates more than 250,000 resources annually.

Family Resources and Supports Institute
An annual training event sponsored by the Department of Developmental Services, in collaboration with Early Start Family Resources Centers, provides support to persons working in Early Start Family Resource Centers in order to enhance their skills in working with parents of infants and toddlers with disabilities.

Least Restrictive Environment Resources Project
The Least Restrictive Environment Resources (LRE) Project is a project of the California Department of Education, Special Education Division, with WestEd. The focus of the project is to develop resources for use by districts and sites seeking to implement inclusive educational practices.
