Project Description: WestEd's Northeast Regional Resource Center (NERRC)
blends leadership and service to help northeastern states identify and solve persistent problems in providing quality special education services to children and youth with disabilities and their families. NERRC’s work is based on state-identified priorities and varies state to state. NERRC also provides technical assistance to states on a regional basis.

Funded by the U.S. Office of Special Education Programs (OSEP), NERRC provides technical assistance to the following states in the areas of special education policy and practice under the Individuals with Disabilities Education Act (IDEA) and No Child Left Behind: Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont. NERRC’s primary clients are the State Education Agency Directors of Special Education and the Lead Agency Directors for Part C of IDEA (the early intervention, birth–three program).

Most recently, NERRC has been helping states address needs identified in their State Performance Plans (SPPs), which focus on improving both special education performance and compliance. NERRC's work includes:
  • Conducting a statewide series of focus groups on teacher quality in Connecticut
  • Facilitating a legislative early childhood services planning process in Maine
  • Conducting a summer Special Education Directors Leadership Academy in Massachusetts
  • Teaching conflict prevention and dispute resolution in New Hampshire
  • Assisting with the development of polices and regulations on the use of aversives in special education in New Jersey
  • Facilitating the Bilingual Special Education Network in New York
  • Facilitating a disproportionality stakeholders advisory group in Rhode Island
  • Developing state guidelines for the evaluation and identification of English learners with suspected disabilities in Vermont
