It was in this book that Ray Budde named and defined the charter school concept that is gaining followers and influencing school reform legislation across the United States. In case-study style, Budde follows a new superintendent as he provides school board members and staff with a vision of how to restructure the school district over the course of a decade. The impetus is the gradual shift of the "responsible control" of the entire function of instruction to those who teach. This shift is accomplished by the school board granting 3- to 5-year "educational charters" to teachers organized according to subjects, grade levels, and/or schools.
