Research Associate

WestEd Research Associate Claire Morgan collaborates on a variety of research and evaluation projects.

A member of WestEd's Learning Innovations (LI) program, Morgan conducts research on English learners, teacher compensation, alternative education, and state education governance in Puerto Rico and the U.S. Virgin Islands for the Regional Educational Laboratory (REL) Northeast & Islands. As part of her REL work, Morgan is analyzing the achievement of Hispanic students in the Virgin Islands. This fast-response study will provide a research-based understanding of the Hispanic students' profile and will inform policy decisions for the growing Hispanic student population in the Virgin Islands.

In addition to conducting research for the REL Northeast & Islands, Morgan is evaluating the No Child Left Behind (NCLB)-mandated Supplemental Educational Services (SES) program for the Massachusetts Department of Education. This work is providing the Department with evidence-based information on which to base modifications to the SES program and to monitor its effectiveness.

Morgan has also evaluated the English to Speakers of Other Languages (ESOL) program for Prince Georges County, Maryland, which provided data-based recommendations for systems change at the district level and increased support for English learners and their families. Other work includes the evaluation of university-school partnerships focused on science and math teacher preparation and induction, and a language-minority community schools initiative in Quebec, Canada.

Prior to joining WestEd, Morgan, who is fluent in Spanish, developed and directed a community-based adult education program for Nuestra Casa, a nonprofit organization serving Latino immigrants in Northern California. This initiative, a partnership with an underserved school district serving a large Hispanic student population, increased parent participation in schools and contributed to community development. The work included providing courses in English as a second language classes, orientation for citizenship, parenting, the U.S. education system, and community organizing.

While serving as an education consultant for SRI International, Morgan collaborated on an Institute of Education Sciences (IES)-funded NCLB study that evaluated the effectiveness of instructional software products designed to improve student achievement in math and reading. The results of this four-year impact study, presented to Congress in 2007, showed which of the software products increased student achievement.

She also served as an Admissions Officer at Stanford University and as Director of Education at Sylvan Learning Center. She currently is directing the expansion of a nonprofit Latina women's work cooperative that she co-founded in 2006.

She received a BA in humanities and a credential for teaching history at the secondary school level from Brigham Young University and an MA in international education administration and policy analysis from Stanford University.
