Information Services Coordinator
Cathleen P. Palmer is an Information Specialist for WestEd's Northeast Regional Resource Center (NERRC), where she has worked since 1990. Her responsibilities include researching, and managing resources and collaborations with the Regional Resource Federal Centers (RRFC) network, national clearinghouses, and dissemination projects.
In collaboration with the RRFC Network and NASDSE’s Project Forum, Cathleen is the lead for NERRC on the development and maintenance of the National State Policy Database, which contains the federal special education regulations issued in August 2006 and state special education regulations from all states and the District of Columbia.
She is also NERRC’s lead on the RRFC Matrix, a national database that provides information to OSEP and USDE-funded TA centers and projects to support the planning and implementation of collaborative technical assistance strategies which align with state needs as documented through SPPs, APRs and/or lead agencies to improved outcomes for children with disabilities.
Palmer has a BA in psychology and communications from Trinity College in Vermont.
