Program Associate
Since 1993, Lucy Ely Pagán has worked as a Program Associate for the Northeast Regional Resource Center (NERRC) at Learning Innovations. Her areas of expertise include: secondary transition, family/school collaborations, English Language Learners, ethnic, cultural & linguistic diversity issues, over and under representation of minorities in special education programs, and collaboration between general & special education.
Lucy Ely has facilitated state improvement efforts around issues regarding the education of English Language Learners and the disproportionate representation of minorities in Special Education Programs in New Jersey, New York, Rhode Island and Vermont. She has worked for fourteen years to assist parent centers, departments of education and the federal government in revising policies and procedures to ensure equitable access to education for all students. She is presently working in Vermont to develop guidelines for working with English Language Learners. She has an extensive track record working with the Office of Special Education Programs (OSEP), The Harvard Civil Rights Project, The Office for Civil Rights, the New York and New England Equity Assistance Centers and the National and Regional Technical Assistance for Parent Centers. In addition, she has worked with districts to evaluate education programs.
She is particularly passionate about including underrepresented groups in system changing efforts to support positive educational outcomes for all students, including students with disabilities.
Lucy Ely is bilingual and bicultural (Spanish and English.) She has expertise in working with families, including families from ethnic, cultural & linguistic diverse backgrounds. She is a board member of the Parent Information Resource Center (PIRC) project at the Vermont Parent and Information Center; The National Post School Outcomes Center (NPSO), The National Secondary Transition Technical Assistance Center (NSTTAC) and the National Dropout Prevention Center (NDPC).
Pagán has an M.A. in rehabilitation counseling from the University of Puerto Rico, Río Piedras.
