Since arriving on the public school scene a little more than a decade ago, education management organizations (EMOs) have grown despite a wide range of objections within the education profession. The authors of this paper examine the barriers and forces to EMOs, their advantages, the complementarities shared with school districts, and conditions affecting the future growth of EMOs. A sampler of EMOs is included at the end of this paper.
