In 2003, the superintendents from four school districts in Yuma County formed a consortium and created the Yuma Professional Learning and Networking (Yuma PLAN). The consortium selected WestEd's Teach for Success program to increase the quality of instruction in all classrooms through a common focus on teaching and learning over a five-year period.

The Teach for Success team provides collaborative coaching with Yuma principals, assistant principals, and site coaches on observing and analyzing classroom data and providing specific feedback to classroom teachers. The team works with each district's superintendent to analyze data collected from the Teach for Success Classroom Observation Protocol, as well as student achievement results from each school.

Table C shows the percentage of teachers who were observed as having high student engagement and instructional time maximized based on the criteria of the Teach for Success program in May 2004 and 2007. Tables D and E show the percentage of students who are meeting and exceeding proficiency standards on the Arizona Achievement Instrument to Measure Standards (AIMS) in 2004 and 2007.
