Sweetwater Union High School District
In 2008, the Sweetwater Union High School District in Chula Vista, California, offered QTEL institutes to all teachers of English language arts, mathematics, science, and social studies. The district, which has a high proportion of students who are English language learners, was familiar with QTEL from a highly successful earlier partnership in the Chula Vista High School. Because the district was instituting new classes in the content areas, administrators saw this as an opportunity to increase the implementation of QTEL approaches and practices districtwide, to help teachers bring effective, rigorous content area instruction to their work with English language learners.
