Our Work
Quality Teaching for English Learners (QTEL) was created in 1999 by WestEd's Teacher Professional Development Program under the direction of Aída Walqui. QTEL improves the capacity of teachers to support the linguistic, conceptual, and academic development of adolescent English learners, both immigrant and U.S.-born. QTEL's professional development offerings include sustained work with districts and schools as well as open enrollment institutes. QTEL also develops and pilot tests instructional materials and conducts studies of teacher professional development and interventions for English language learners.
Customized Professional Development
Capacity Building
In partnership with schools and districts, QTEL designs professional development that ranges from districtwide implementation to intensive work with whole schools and classroom coaching of individual teachers. An option to certify local staff developers to sustain and expand QTEL implementation is also available. more »
Core Content
An understanding of sociocultural theory and instructional scaffolding is built into all QTEL professional development, along with customized attention to reading, English language arts, mathematics, science, social studies, and English as a second language (ESL). more »

Studies by QTEL
QTEL undertakes studies for outside groups and sponsors. Currently, for the William and Flora Hewlett Foundation, QTEL is looking at the impact of a range of promising practices for the instruction of middle school English language learners. more »
Studies about QTEL
QTEL implementation is currently the subject of a three-year experimental study in 52 California middle schools. The study is funded by the U.S. Department of Education. Other smaller evaluations have found positive effects in New York City and elsewhere. For example a California high school that implemented QTEL doubled its expected Annual Yearly Progress (API) gains after failing to reach state-imposed target goals in each of the previous three years. more »
