WestEd, a nonprofit research, development, and service agency, works with education and other communities to promote excellence, achieve equity, and improve learning for children, youth, and adults. While WestEd serves the states of Arizona, California, Nevada, and Utah as one of the nation's Regional Educational Laboratories, our agency's work extends throughout the United States and abroad. WestEd has 17 offices nationwide, from Washington and Boston to Arizona, Southern California, and its headquarters in San Francisco.
The Information Services Department has a staff of approximately 21 people. WestEd Interactive has a staff of approximately 40 people. In addition, there are employees throughout the agency who are working on various technology applications requiring support and coordination. Overall, WestEd has approximately 550+ employees located in 16 offices nationally. The Information Services Department is responsible for providing technology support for all WestEd Staff and programs. WestEd Interactive delivers web and media solutions to WestEd projects and clients.
The Information Services Department develops comprehensive and high-quality computing and communications infrastructure to support WestEd staff, programs and clients that require various digital interactive services and connectivity capabilities to accomplish their goals. Digital services include application and file servers, Internet connectivity solutions, video conferencing capability, and support for desktop and mobile computing systems.
WestEd Interactive services range from strategic planning and needs analysis to multimedia and content development, e-learning, and complex application development. WestEd Interactive team has developed and/or provided support for over one hundred projects, ranging from simple online website brochures to highly complex data management systems.
Position Description
The Director of Project & Portfolio Management (PPM) is a new senior level management position with overall responsibility for the organization’s technology systems. The Director, PPM is responsible for building and managing the agency’s information technology project and portfolio management capacity and thereby enable significantly improved control and reporting of technology-related IT projects across the agency.
Portfolio management encompasses the processes, governance, and tools used to plan, create, assess, balance, and communicate the execution of the IT portfolio. This includes the definition and implementation of architectural standards and the governance process that defines project priorities and architectural needs.
Responsibilities
1. Responsible for building and managing the agency’s information technology project and portfolio management capacity and thereby enable significantly improved control and reporting of technology-related IT projects across the agency.
2. Under the direction of the Director of Interactive and Information Services, define and develop agency-wide IT project management practices, governance standards, processes, and metrics.
3. Mentor a team of program managers, project managers, portfolio managers and/or other project management staff.
4. Ensure projects/programs are defined, tracked and communicated in a consistent and effective manner, and incorporates effective change and risk management controls.
5. Partner with IT and agency leadership and other key stakeholders to define opportunities, to identify and prioritize projects based on predefined criteria (return on investment, productivity, compliance).
6. Direct management processes that assure on-time, within budget and quality delivery of all IT projects.
7. Ensure optimum usage of technical resources across projects, based on strategic priorities reflected in a comprehensive IT portfolio and ensure agency’s best interests are protected.
8. Assemble and communicate IT project performance plan and budget to the agency’s leadership.
Qualifications
Bachelor or Master’s degree in Computer Science, Business Administration, or related field.
10-15 years of IT work experience with at least 3 years of leadership experience and 5 years of managing projects and/or project portfolios.
Program, project, or management experience in the Information Technology industry.
Strategic IT infrastructure and technology architecture in a matrixed environment.
Must possess extensive knowledge and expertise in project/program management, portfolio management methodologies and tools.
Project Management certification is desirable.
Experience with software development life-cycle.
Excellent communications and change management skills.
Business Process Management experience
