WestEd, a leader in providing comprehensive services to schools, districts and states on general and special education issues, seeks staff to expand its capacity in its Learning Innovations program, to support state agencies and local school districts to enhance services and supports for infants and toddlers with disabilities and their families.

This position could be based in either of the Learning Innovations’ program offices: near Burlington, Vermont (Williston, VT), or near Boston, Massachusetts, (Woburn, MA), depending on the successful applicant’s preference. Extensive travel within the northeast region and nationally is required. Salary range based upon WestEd salary schedule, background and experience. The position is half time to start but could develop into full time.


Position Description

We are seeking an early intervention professional with extensive experience in Part C of the Individuals with Disabilities Education Act (IDEA) to join our team of special education staff. This position will be based with Learning Innovations’ Northeast Regional Resource Center (NERRC). The ideal candidate will have experience as a consultant, technical assistance provider, administrator or manager in early intervention (Part C) at the state and/or local level and have extensive knowledge of evidence-based practices that lead to improved outcomes for infants and toddlers with disabilities and their families. This is a part-time position to start, possibly going to full time.

Responsibilities

Primary Responsibilities:

Northeast Regional Resource Center: Provide technical assistance and consultation to State Lead Agencies for Part C Early Intervention, ages 0-3 in Region 1 covering the states of CT, ME, MA, NH, NJ, NY, PA, RI, and VT.

Specific Areas of Expertise:

Required
•Special education/Part C management experience at the state and local levels.
•Special education/Part C federal and state compliance monitoring.
•Familiarity with IDEA federal reporting requirements; e.g., the State Performance Plan (SPP) and Annual Performance Report (APR).
•Experience in facilitation of diverse groups, problem-solving, and strategy development with state or local clients or providers.
•Knowledge of the current state-of-the states with regard to early intervention for infants and toddlers with disabilities and their families.
•Knowledge of the current research, trends and best-practices with regard to early intervention for infants and toddlers with disabilities and their families.
•Experience with Part C to Part B transition from early intervention to early childhood special education (Section 619).
•Experience in the development of interagency agreements, legal issues, confidentiality, data collection and management, and other issues as they related to the administration and implementation of the Part C program.
•Familiarity with Part C finance and funding systems being used in the states.
•Knowledge of Early Intervention personnel preparation and workforce development strategies.
•Knowledge of the current national emphasis on state interagency collaboration in the design and provision of services to children and families, including the Early Learning Challenge Grant program.

Qualifications

•Thorough knowledge of federal special education (Part C) law and regulations, issues and trends in the field of early intervention, special education, early childhood special education.

•Familiarity with early childhood systems at the state and local levels, e.g., Head Start, early care and education, preschool education as well as programs for children with disabilities (618 and Part C).

•Skill in using research to inform practice.

•Well developed facilitation and consultation skills.

•Highly developed written and oral communication skills.

•Facility in using various technologies to reach and interact with clients.

•Ability to work independently and as well as function as part of a dynamic, sophisticated and passionate team of education professionals.

•A minimum of 8-10 years experience as an administrator or consultant at the federal, state, or local level.

•Masters or Doctorate in early intervention, special education, education administration, or related field.

•Must be authorized to work in USA (visa sponsorship not available).
