The English Learner Evaluation and Accountability Support (ELEAS) strand of CSAP provides research, development, and technical assistance/consulting services to educators and policymakers serving our region's large and growing English learner (EL) population. Specifically, ELEAS helps school districts and state education agencies to improve their assessment, evaluation and accountability policies, practices and systems for English learners. We provide policy development and analysis, formative and summative evaluations, technical assistance, and targeted professional development. ELEAS's overarching purpose is to build and sustain clients' capacity and internal accountability for the success of their English learners.

ELEAS's recent efforts include:

• Providing technical assistance and consultation to several California districts on analyzing EL language proficiency and academic achievement data; identifying critical issues; setting goals, and monitoring progress in English language development (ELD) and academic core subjects.
• Assisting states education agencies in California and Utah to analyze EL language proficiency data and develop state policy for implementing NCLB Title III.
• Conducting long-term research and evaluation for policymakers on the impacts of state EL policies (e.g., Proposition 227).
• Offering multi-day professional development institutes, sponsored by several county offices of education, on Evaluating English Learner Services and Results for Accountability and Instructional Improvement. These institutes are designed to:
  • build local capacity of district/site leadership teams to evaluate EL performance and progress in English language development (ELD) and academic achievement;
  • provide a forum and tools for improving curricular, instructional, and assessment practices to effectively assist English learner students; and,
  • integrate NCLB Title I and Title III EL accountability requirements into local EL accountability systems.
