Jerry Hipps

Jerry Hipps, Project Director for WestEd's Evaluation Research Program, manages and conducts evaluations of a variety of education, after-school, and community programs. He manages complex, multisite evaluations that use a range of qualitative and quantitative techniques.

Hipps' experience includes work with pre-K-16 and graduate education programs. His work draws on a range of quantitative and qualitative research methods including the statistical analysis of student data, surveys, focus groups, individual interviews, classroom observations, and case studies.

Hipps currently manages an evaluation of Chicago Public Schools’ Community Schools Initiative and one of its Teaching American History grants. Additionally, he directs WestEd’s participation in efforts to build a professional development module for the federal 21st Century Community Learning Centers Program. He has also managed multiyear evaluations of after-school programs at 30 sites and directed WestEd’s state evaluation of California’s high school after-school program.

Prior to joining WestEd in 1997, Hipps evaluated a range of projects and managed student assessment programs at San Francisco Unified School District. Earlier, he served on the staff of the Title I Technical Assistance Center at Northwest Regional Educational Laboratory.

Hipps received a BA in psychology from the University of Michigan and a PhD in educational inquiry methodology from Indiana University, Bloomington.
