A Senior Research Associate in the Assessment and Standards Development Services (ASDS) program at WestEd, Carole Gallagher is an educational measurement specialist who leads evaluations and research activities associated with college and career readiness.

Gallagher directs two federally funded evaluations, both focused on promising interventions that seek to promote academic achievement and postsecondary preparedness.

She also provides technical assistance to states on issues related to test validation and accountability at the teacher, school, state, and federal levels. In addition, her responsibilities include supporting WestEd in its role as management partner for the Smarter Balanced Assessment Consortium.

A career educator, Gallagher has teaching, counseling, and administrative experience at the secondary and college levels.

Prior to joining WestEd, she served as Indiana's State Coordinator for the National Assessment of Educational Progress (NAEP). There, she oversaw NAEP's sampling procedures and test administration activities in that state as well as dissemination of state and national test results.

Gallagher received a BA in English/secondary education and an MA in guidance counseling from the University of Michigan, a PhD in educational psychology from Indiana University, and a Certificate in Large-Scale Assessment from the University of Maryland.
