Consuelo Espinosa is the Northern California Area Manager for WestEd's Program for Infant/Toddler Care (PITC) Partners for Quality, a project developed to enhance and improve the quality of family child care and center-based infant/toddler care throughout California.

Espinosa supports infant toddler capacity building in her area, supporting the Regional Coordinators. She is responsible for supporting the Cabrillo College PITC demonstration program.

In addition to her work at WestEd, Espinosa is on California School Age Families Education Program state advisory board, which is committed to advocating for teen parents and their children. She also was appointed to serve on the Early Learning Quality Improvement System Advisory Committee.

Espinosa received an MA from Santa Clara University in special education and early childhood.
