Director of Program Development and Strategic Planning

As Director of Program Development and Strategic Planning for WestEd's Comprehensive School Assistance Program (CSAP), Sylvie Hale oversees the development of strategic planning processes with a focus on incorporating innovative technology services. She combines her deep knowledge of school and district improvement with her experience in applying technology to complex educational issues, as well as her recent state and federal work in organizational change and effectiveness.

Hale is working currently on several projects that integrate online tools and activities with school and district improvement activities. This work spans several states and will result in more effective delivery of improvement resources between state offices of education and districts, as well as between districts and schools.

Previously, Hale was Director of WestEd Interactive, where she managed WestEd's work with web-based and multimedia technologies that provide clients with solutions to complex data and information management needs. She oversaw staff who collectively work on a variety of projects including public websites, private online communities, and complex database systems. In 2001, only one year after its creation, WestEd Interactive received the Annual Award for Exceptional Contribution to the WestEd Community.

Hale was one of the original developers of SchoolsMovingUp, a WestEd initiative that helps schools and districts address the immense challenge of raising student achievement in low-performing schools. SchoolsMovingUp offers a wealth of practical ideas and models for school improvement including profiles of previously low-performing schools from across the country that have improved student achievement. The site also features webinars coupled with a robust database of resources, tips, and tools that educators can use in their work with low-performing schools. In 2005, the SchoolsMovingUp team received the Annual Award for Exceptional Contribution to the WestEd Community.

Previously with WestEd, Hale provided technical assistance to numerous high-poverty, low-performing schools in nine western states. These services included workshop series on data analysis, reform planning, and implementation, as well as leadership-building strategies and other school improvement issues. Her work directly contributed to the national growing body of knowledge around school and district improvement and led to her authoring Comprehensive School Reform: Research-Based Strategies to Achieve High Standards, a set of materials that includes a guidebook and two videos. This product has been disseminated nationwide, to every state department of education, key school districts, and low-performing rural and urban districts. A number of states have since purchased a copy for every one of their districts to learn about what really works in school reform.

Hale also worked closely on school reform with federal, state, county, and district staff through consultations, collaborative projects, and planning activities. She is one of the primary authors of Schoolwide Programs: A New Outlook and Focus on School Improvement: A Planning Guide. This experience plays a significant role in the growing demand for WestEd Interactive services.

Prior to joining WestEd in 1988, Hale worked as a Content Area Specialist at the Dominican College Learning Center where she taught mathematics to students in various age groups. As an undergraduate student at San Francisco State University, she worked for a university-based research project where she managed the day-to-day research activities and developed multimedia lectures on Chinese and American cultural and foreign policy issues.

She received an MA in international educational administrative policy analysis from Stanford University and a BA in international relations with an emphasis in cross-cultural communication. She is fluent in French and Dutch and is learning Spanish.
