Research Associate



Research Associate Jodie Hoffman provides policymakers and practitioners with the information they need to improve education-related programs and services at the national, state, and local levels.

Hoffman's work has ranged from large-scale national policy and program evaluations to local community-based projects, encompassing a variety of evaluation designs as well as content areas. Her responsibilities include research study design, instrument development, data collection and analysis, project direction and coordination, and proposal and report writing.

A member of WestEd's Evaluation Research Program, Hoffman currently is evaluating a number of projects funded by the U.S. Department of Education, including:
  • Evaluation of the Texas School Dropout Prevention and Reentry Program (TSDPRP) Grants, which employs a quasi-experimental design and multiple methods to determine the impact of the TSDPRP program on dropout prevention and reentry efforts in Texas.
  • Evaluation of the CollegeEd Program for the College Board, which provides feedback on the implementation of CollegeEd and general college-preparedness activities in middle and high schools nationwide.
  • Evaluation of the Early Reading First Grant for the Newport-Mesa Unified School District, which helps the district improve its grant-funded endeavors and activities by tracking student achievement and progress made as a result of teacher professional development efforts.

Hoffman previously coordinated the national evaluation of the Public Broadcasting Service Ready To Learn program and Network for English Acquisition and Reading Star Schools program. For both projects, she provided data on student literacy achievement, as well as data on teacher and parent attitudes and efforts regarding increasing child exposure to literacy initiatives.

In addition, Hoffman recently completed evaluability and meta-evaluation activities for the Defense Language Institute Foreign Language Center (DLIFLC). She provided feedback to the DLIFLC's internal evaluation team, which helped shape the team's efforts in program improvement to meet U.S. Department of Defense standards for language acquisition among military personnel.

Prior to joining WestEd in 2001, Hoffman conducted literature review research on technology fluency and its assessment for the Stanford Research Institute's International Center for Technology and Learning. In addition, she served as a Research Assistant for Stanford University Medical Media and Information Technologies, where her evaluation of the pilot Stanford Medical School online nutrition course informed subsequent versions of the mandatory module.

Hoffman regularly presents at the annual American Evaluation Association annual meetings. Presentations include Building a Comprehensive Mixed Methods Evaluation Design: Examples From a National Evaluation of Public Broadcasting Service's Ready To Learn and Online, Paper and Pencil, or Telephone Interview: and Nationwide Survey Responses from Parents and Educators of Children Ages 3-8 (The Cost Effectiveness of Using the Web to Survey Various Populations in Education).

She is part of the inaugural Leadership Development Initiative at WestEd, where she serves on the Culture, Values, and Mission small group task force, which helps WestEd more explicitly articulate its mission, culture, vision, and values.

Hoffman received a BA in English from the University of California, Santa Barbara, and an MA in policy analysis and evaluation from the Stanford University School of Education.
