The The Comprehensive School Reform (CSR) program (formerly Comprehensive School Reform Demonstration, CSRD) is a competitive federal grant program designed to help schools and districts increase student achievement by implementing scientifically-based reform programs or models that are “comprehensive” in nature. Schools that engage in CSR implement reforms that focus on all of aspects of the school’s operations, not just isolated pieces. All programs must meet a strict set of federal criteria that includes employing “scientifically-based research and effective practices” to improve student achievement. The CSR program targets high-poverty and low-achieving schools, especially those receiving Title I funds, but all public schools are eligible to apply for grants.

The purpose of this site is to provide schools and districts with the most current information and resources on Comprehensive School Reform, including:
  • guidelines and criteria for the federal CSR grant program;
  • resources to help schools and districts with each step of CSR;
  • the latest research on CSR; and
  • organizations and contacts that provide additional information on CSR.
