Robert Linquanti, Project Director for English Learner Evaluation and Accountability Support at WestEd and Senior Researcher for the California Comprehensive Center at WestEd, will co-present a series of webinars sponsored by the Council of Chief State School Officers (CCSSO).

The webinars aim to enhance state and district knowledge of critical issues and best practices that can be used to create a more consistent definition of English learners within and across states.

Linquanti, along with Gary Cook of the Wisconsin Center for Education Research, will discuss issues and recommendations based on a four-stage framework they developed to help states analyze issues and strengthen policies and practices used in defining English learners.

Each of the four webinars will address one of the following stages:
