Abstract
This paper examines a rationale in favor of using public funds to pay private school tuition. The author makes two points: (a) the preoccupation with choice between public and private schools obscures the limited number of alternatives from which to choose; and (b) if reforming public schools is the objective, one must not rely exclusively on competition from the private sector to do it. The paper proposes a comprehensive system of specialized schools that includes cooperative relationships among many types of schools in the public and private sector.
