Blaire Toso, Ph.D., is a Senior Project Manager in Economic Mobility, Postsecondary and Workforce.
She has extensive experience in adult education, career pathways, adult education systems, and program development. Her work centers the adult learner and the benefits that educational opportunities can provide. Toso leads the California Adult Education Program Adult Education Pipeline project, as well as leading and collaborating on other work focused on the nexus of adult education, economic mobility, and systems navigation, such as the OCTAE-funded Enhancing Access for Refugees and New Americans.
Toso previously worked at Penn State as Associate Director for Goodling Institute for Research in Family Literacy and the Institute for the Study of Adult Literacy. While there she led and collaborated on research and evaluation, technical assistance, professional development and leadership projects, as well as teaching postbaccalaureate courses on adult education and family literacy. She has also worked as an educational consultant on local, state and national projects.
