Patrick McClellan is an Education Finance Research Associate within the Strategic Resource Allocation and Systems Planning Team at WestEd, where he performs a variety of functions related to education finance and public policy analysis. His work is centered around promoting educational equity through the provision of evidence-based policy recommendations to education professionals and through contributions to the broader field of education research.
While at WestEd, McClellan has co-authored or supported several reports analyzing education funding, including longstanding topics such as the impacts of Title I funding on academic and socio-emotional outcomes, as well as emerging discussions around the best uses of COVID-19 relief funds. He is involved with a broad array of projects, from policy briefs, to ad-hoc analyses of administrative data, to multiyear quasi-experiments and RCTs. McClellan also supports the development of new research through his contributions to research and evaluation proposals.
Prior to joining WestEd, McClellan tutored economics students and researched financial and real estate markets during the Great Recession. McClellan holds a BS in economics from the University of Oregon, and an MS in applied economics & finance from the University of California, Santa Cruz
