The Region 13 Comprehensive Center (R13CC), led by WestEd, is part of the national Comprehensive Center Network (CC Network) and provides capacity-building technical assistance, content expertise, and other services to effectively support state education agencies (SEAs) and their regional and local constituents in the Bureau of Indian Education (BIE), New Mexico, and Oklahoma. Staff at R13CC provide individualized state support to design, implement, and monitor systems and implement priority goals, while also facilitating regional collaboration among the three entities.
The R13CC supports improved educator and equitable student outcomes through the following projects:
Bureau of Indian Education (BIE)
BIE Executive Leadership
This project is designed to assist the BIE in addressing internal organizational management and productivity to improve communication, collaboration, and coherence.
BIE Standards, Assessment, Accountability
BIE will develop and implement an ESSA-compliant standards, assessment, and accountability system.
BIE ESSA Plan
BIE will develop an ESSA state plan and establish structures to implement, evaluate, and continuously improve student and school performance.
BIE Data System
This project will help the BIE establish data system policies and practices for effective data use and reporting.
BIE Principal Leadership Academies
Staff at R13CC will work with principals to leverage the Four Domains for Rapid School Improvement. The main focus is to increase BIE capacity to deliver, scale up, and sustain professional learning supports for principals.
New Mexico Strategic Plan
The New Mexico Public Education Department (NM PED) will develop a strategic plan and performance management system that establishes the department’s direction, purpose, and priorities.
New Mexico Educator Effectiveness
NM PED will design and implement a system to ensure that all students in the state have access to effective educators.
New Mexico Community Schools
This project will plan, implement, scale up, and establish sustainability for the New Mexico Community Schools model. This model engages families, communities, and students as essential partners in the public schools.
SEA Executive Leadership in New Mexico
This project will address internal organizational management and productivity to improve communication, collaboration, and coherence in the NM PED.
College & Career Readiness in New Mexico
NM PED will align high school standards and assessments, expand pathways, and augment graduation requirements to ensure that more students are prepared for college and careers.
Literacy in New Mexico
This project will select and use evidence-based practices, programs, and interventions in early literacy instruction to improve student outcomes in New Mexico.
Early Literacy in New Mexico
Support will be provided for local education agencies (LEAs) and schools select and use evidence-based practices, programs, and interventions in early literacy instruction.
Oklahoma State Department of Education (OSDE) Accreditation-School Improvement
This project features improved collaboration and communication strategies, on the part of the Oklahoma State Department of Education (OSDE), to strengthen regional accreditation and school improvement alignment.
SEA Executive Leadership in Oklahoma
This project will address internal organizational management and productivity to improve communication, collaboration, and coherence at the OSDE.
Strategic Resource Allocation in Oklahoma
This project will focus on strategic resource allocation across OSDE, local education agencies (LEAs), and schools in Oklahoma.
