This report explores the feasibility of using the teacher assessment and certification process of the National Board for Professional Teaching Standards as the centerpiece of a comprehensive strategy to improve the professional culture and quality of teaching in low-performing schools.
Using data collected from interviews and a questionnaire, the report identifies particular challenges and concerns of National Board candidates, certified teachers, school and district administrators, and support providers who have been closely involved with the National Board process in low-performing schools, as well as potential strategies and leverage points for consideration in order to increase the likelihood of success.
