Anthony Mukuna is a Senior Program Associate in Special Education and School Finance at WestEd. He serves as a project director, leads fiscal accountability and finance engagements with states, and supports cross-area projects within WestEd. He also provides fiscal technical assistance and builds capacity of state educational agency (SEA) staff through the National Center for Systemic Improvement (NCSI) and the Center for IDEA Fiscal Reporting (CIFR).
With WestEd, his contributions to state-level engagements have resulted in the development and implementation of strong fiscal accountability practices compliant with federal, state, and local laws, regulations, and policies at the SEA and local educational agency levels.
Mukuna has a strong background in accounting, with over a decade of work experience with local and state governments, where he had the opportunity to manage diverse federal and state funding programs. Prior to joining WestEd, Mukuna worked for the Idaho Supreme Court Finance Office and the Idaho State Department of Education, where he created a very strong fiscal accountability structure. This combination helped him develop skills to analyze and interpret laws and regulations for the design and implementation of compliant, effective, and efficient fiscal policies and procedures to improve program outcomes.
Mukuna has a BBA in accounting and earned his master’s degree of business administration at Idaho State University. He is also a Certified Public Accountant, licensed in the state of Idaho.
