The California Education Code requires the evaluation and assessment of performance for principals, but it does not provide details on the methodologies to be used.  

There is substantial agreement that the way in which teacher and principal performance is conducted now is sub-par and near the brink of reform.  However, among major stakeholders, there is a clear political conflict about how to best proceed.
