Senior Program Associate
For nearly 20 years, Angela McGuire has been a parent/professional and educator for training and technical assistance activities focusing on parent leadership and involvement, and special education issues.
As Senior Program Associate for WestEd's Center for Prevention and Early Intervention, McGuire supports the integration of disability awareness, education technologies, and the parent perspective into personnel development projects for early intervention and school-age populations. McGuire's efforts in these disparate areas are ongoing and include:
- Integration of requirements under the Individuals with Disabilities Education Act, along with those under Title I and approximately 20 other programs, into resources and tools for districts implementing parental involvement in support of student achievement.
- Implementation of online social networking sites to support planning and implementation of training and technical assistance for Early Start personnel.
- Initiation of targeted technical assistance to Early Start training teams to reinforce and enhance the delivery of personnel development through parent-professional teams.
McGuire also assists with capacity-building efforts at the California state and local levels, helping the state provide technical assistance to local agencies and districts on the development and implementation of early intervention and parent involvement policies and programs. These activities support program improvement, monitoring and compliance, and professional development. Specifically, McGuire works closely with state-level staff on personnel development, curriculum and program frameworks, self-assessments, and program implementation.
Prior to joining WestEd, McGuire served as a specialized consultant for the Supporting Early Education Delivery Systems (SEEDS) Project of the Sacramento County Office of Education. Specifically, she helped the California Department of Education (CDE) monitor and provide technical assistance to staff in local education agency Part C early intervention programs in the areas of parent participation, providing services in natural and least restrictive environments, and facilitating transition from early intervention to preschool programs.
Also, as part of the SEEDS Project, McGuire contributed to writing and illustration assignments for CDE's Handbooks on Early Childhood Special Education. These handbooks, distributed statewide through CDE Press, provide local education agencies, parents, and child care providers with guidance on planning and implementation of programs for infants and young children with disabilities.
McGuire began her career as an art teacher in South Bend, Indiana, teaching children K-8 and adults in continuing education. Areas of special interest included art therapy and working with children with developmental disabilities.
McGuire has served on several local boards and advisory committees, including the Yolo County Superintendent of Schools Special Education Advisory Committee, the Board of Directors for the Woodland Parent Nursery School, and Alta California Regional Center. In these roles, McGuire collaborates with educators and administrators on the implementation of early childhood and special education programs.
She received a BFA in art education and secondary education from Kent State University, and an MA in education from California State University, Sacramento.
