Expanding bilingual education is central to California’s strategy for accelerating student achievement and closing persistent gaps for English Learners. Yet bilingual programs remain in short supply, and increasing access depends on coordinated investment across a range of program conditions—particularly at the regional level.
WestEd partnered with Sobrato Philanthropies to examine the state of bilingual education in California’s Silicon Valley, gathering new data on the extent of bilingual programming in the region and the conditions shaping its availability. Based on the study’s findings, WestEd developed recommendations for moving the region toward better access to bilingual programs and services at scale and tailored to the specific roles of key audiences, including policymakers, practitioners, and community organizations. This report follows up on a suite of related WestEd resources examining English Learner programs and the bilingual teacher workforce in California.
