This session explores the essential components of quality learning systems designed to support all students, with a special focus on English Learners.  

Attendees will learn about an ecological framework for student improvement and how it can support improved instructional outcomes.  

Martha Palacios, Senior Program Associate at WestEd, will present QTEL’s Collaborative English Learner Program Review—a process that helps districts evaluate program effectiveness and identify opportunities for growth. 

Leaders from Prince William County Public Schools, Dr. Stephanie Soliven, Associate Superintendent for Teaching and Learning, and Dr. Lynmara Colón, Director of the Student Opportunity and Multilingual Services Department, will share practical insights from their district’s journey toward continuous improvement and greater educational equity.

Martha Palacios, PhD, is an experienced researcher, evaluator, and provider of technical assistance to states and LEAs. As a Senior Program Associate with English Learner and Migrant Education Services, she leverages her knowledge of effective instruction for multilingual learners to improve educational programs and systems for all students.

Dr. Stephanie Soliven is the Associate Superintendent of Teaching and Learning for Prince William County Public Schools.  As the academic leader in the 10th most diverse county in the nation, she is focused on expanding student access to accelerated programs, robust support systems, and flexible learning pathways.  She prioritizes collaboration with school leaders and community engagement to drive equitable, system-wide success.
