School district budgets may be shrinking, but student needs are not. Amid pandemic relief funds ending, enrollment declining, and costs of business rising, schools are still expected to provide essential supports for every student despite difficult financial constraints.
As these constraints persist and even mount, leaders must answer the question: Which programs are delivering the most meaningful benefits to students? Measuring student success return-on- investment (Student Success ROI) can help districts prioritize what works–and make strategic decisions that honor both student outcomes and fiscal responsibility.
What Is Student Success ROI?
Student Success ROI is a decision-making framework that evaluates both the cost and impact of district programs. Unlike traditional ROI models, which often emphasize financial efficiency or operational returns, Student Success ROI integrates financial data with measures of program quality, fidelity of implementation, student participation, and student academic well-being.
This process shifts the question for district leaders from How much did we spend? to How well did our investment translate into student success? Student Success ROI also helps district leaders and their communities understand which programs advance the district’s strategic goals for improving student outcomes. This shared understanding enables districts to make transparent, data-driven decisions around which programs to preserve, expand, or deprioritize based on how well they are serving students.
What Does a Student Success ROI Analysis Involve?
The process of conducting a Student Success ROI analysis might vary somewhat from district to district, but the following components are central to the WestEd team’s approach:
- Comprehensive Program Inventory: Our team develops a detailed inventory of key district programs; examines how each program aligns with district strategic goals; and identifies the financial, staffing, and other resources required for implementation. We also work with the district to identify the key objectives for each program and associated student success indicators.
- Cost Analysis: After completing the inventory, our team analyzes financial data to estimate the “true costs”—including staff time, materials, and differentiated funding sources—of each program.
- Analysis of Impact and Effectiveness Metrics: Next, we gauge the effectiveness of each program by analyzing the success metrics, including program implementation data; academic measures; nonacademic measures; access and outcomes disaggregated by student group; and data on staff, student, and/or family satisfaction with the program.
- Analyses Findings: Leveraging the two previous analyses, we determine each program’s Student Success ROI—that is, the extent to which they provide measurable value for schools and students.
What Can a Student Success ROI Analysis Tell Us?
A comprehensive Student Success ROI analysis provides essential insights to inform district decision-making, such as
- the cost per student benefiting from each program;
- data on which programs yield the greatest benefits for their per-student cost;
- each program’s cost as a share of the total district budget;
- potential areas of duplication or inefficiency;
- potential barriers to effective program implementation (which may impede a program’s impact and thus reduce its cost-effectiveness); and
- data-driven recommendations for which programs to expand, preserve, or deprioritize.
