To address persistent and often hard to fill teacher shortages, practitioners and policymakers are looking for innovative strategies to recruit and retain a well-prepared and diverse teacher workforce.
Registered Teacher Apprenticeship Programs (R-TAPs) are endorsed by the United States Departments of Education and Labor as a viable solution for recruiting and retaining teachers. As more organizations look to R-TAPs to address teacher shortages and diversify the teacher workforce, understanding how to finance R-TAPs is becoming increasingly important, particularly in light of fiscal challenges in a post-ESSERs environment.

Erica Mallett Moore is an accomplished researcher and evaluator at WestEd, with over a decade of expertise in educational policy and implementation. Her work is dedicated to designing and implementing research that informs high-impact policies and practices, with a particular focus on equitable resource allocation and school finance. Erica is a mixed methods researcher and is passionate about improving equitable access to school funding and district resources. For the Department of Labor’s Educator Registered Apprenticeship (ERA) Intermediary, she led efforts to research program financial models.
WestEd Senior Policy Advisor Dr. Melissa Rasberry is a seasoned technical assistance provider with 25+ years of experience supporting educators and schools. She manages webinar content development and facilitation for the ERA Intermediary, utilizing best practices in adult learning principles to ensure high-quality virtual learning experiences. Melissa’s areas of expertise extend across the educator career continuum, from preparation and mentoring to compensation and leadership cultivation.
