Overview
Nick Lowry is a content expert in fiscal grant compliance for both federal and state funding. As a program associate, Lowry focuses on special education and finance in the Center for Education Systems at WestEd. Lowry is a national expert in compliance monitoring and serves as a project lead, engaging with states on fiscal accountability and finance measures.
Lowry has worked with the Bureau of Indian Education and states across the country, including Alabama, Idaho, New Mexico, Washington, and Wyoming, on federal grant compliance. Lowry has also worked as a compliance monitor for the U.S. Department of Education’s Charter School Program grant, reviewing compliance for awards as large as $75 million.
Before joining WestEd, Lowry worked for the School District of Philadelphia. He started in the Office of Transportation as a special education liaison. Lowry served the special ed population through attending IEP meetings; serving as a contact for schools, teachers, and families; and training bus staff on how to work with students with special needs. He then transitioned to the Office of Grants Fiscal Services and Compliance, serving as a senior grant monitor for the district’s federal awards, including IDEA Part B; Titles I, II, and III; and their COVID-19 relief funding.
