Federal Fiscal Accountability 

Advancing student and learner success by strengthening state and local education agencies’ fiscal systems through compliant policy and procedures review, design, implementation, monitoring, and capacity building for improved federal education program outcomes. 

Our service supports state and local education agencies in strengthening fiscal systems, policies, procedures, and practices to ensure compliance with federal education program requirements and improve program effectiveness. Through analysis, collaboration, and capacity building, WestEd helps agencies design sustainable fiscal systems that promote accountability, transparency, and better educational outcomes for every school, community, and learner.

How We Help

Our approach consists of a comprehensive assessment of your state or local policies, procedures, and practices that includes documentation review and staff interviews. 

Based on the result of our analysis, we design action plans to revise fiscal systems so they are aligned with federal and state regulations, including the Every Student Succeeds Act (ESSA), Individuals with Disabilities Education Act (IDEA), Education Department General Administrative Regulations (EDGAR), and Uniform Grant Guidance. Our team provides hands-on support through implementation planning, customized training, and coaching. 

We also develop and refine fiscal monitoring systems, conduct monitoring reviews, and prepare agencies for successful oversight processes. By combining technical expertise with a collaborative approach, we build internal capacity and ensure systems are practical, sustainable, and aligned with organizational goals. Our goal: highly connected, coherent fiscal systems that work to improve outcomes for all.
