We deliver technical assistance and training through federal initiatives, state contracts, and specialized services to improve outcomes for young children and families. Our suite of services promotes healthy beginnings for all infants and toddlers and their families, ensuring a strong foundation for lifelong learning, growth, and positive emotional outcomes.

We partner with infant and toddler educators, program leaders, and administrators to improve daily practices and overall program quality through research-based training and resources. We offer in-person and virtual professional learning for early childhood providers across all care settings, focusing on responsive caregiving to help young children and their families thrive.

The Program for Infant/Toddler Care

The Program for Infant/Toddler Care (PITC) provides professional learning for family child care providers, infant care educators, coaches, trainers, and assessors. WestEd’s PITC Curriculum planning tools and strategies support family child care providers and center-based teachers in facilitating high-quality individualized learning and healthy development for children from birth to age 3.

The Program for Infant/Toddler Care Program Assessment and Reflection System

WestEd developed the PITC Program Assessment and Reflection System (PITC PARS), a tool for reflecting on and strengthening caregiving practices, environments, and program quality. We provide high-quality training on the PITC PARS to support professional development, coaching, and research and evaluation across diverse early childhood settings.

WestEd works with early childhood professionals and agencies to strengthen the supports for children with disabilities and their families. Through research and evaluation, technical assistance, and systems support, we help our partners implement effective early intervention strategies that strengthen care systems and support the learning and development of all young children.

Partnering with state and regional agencies, we provide technical assistance, professional development, resource design, and interagency collaboration to improve outcomes and system effectiveness.

The Collective Impact Model for IDEA Part C Child Find

WestEd is working to improve early identification of disabilities and referral to IDEA Part C services for families in rural and remote areas by helping states build cross-sector collaboration and a replicable model that helps families access and navigate early intervention services more effectively.

WestEd offers early childhood professional development rooted in neuroscience, infant mental health, and early relationships. We equip providers with trauma-informed, culturally responsive practices that strengthen caregiver well-being, family functioning, and young children’s social–emotional development—from the prenatal period through early childhood.

Our Developmentally Informed Trauma Practices service supports early childhood professionals in understanding and responding to the impact of trauma on young children and their families. We offer training and Communities of Practice that equip providers with practical strategies to promote healing, resilience, and healthy development from the prenatal stage to age 8.
