WestEd helps clients develop comprehensive standards and standards-based assessment and accountability systems for students of all ages and learning paths.  

We collaborate with clients nationwide, providing policy guidance and assessment design services responsive to local contexts. We create customized, research-based solutions to gauge student performance and promote engaging classroom settings in early childhood, K–12, postsecondary, and career technical education.

  • Andy Latham

    Andrew Latham

    Senior Managing Director

    Andrew Latham has been a national leader in education assessment for more than two decades. As Director of WestEd’s Standards, Assessment, and Accountability Services program, Latham works with national organizations, states, schools, and districts to develop innovative solutions for assessing and setting standards for students and teachers.

    Latham has spent his entire career in education and assessment, focusing on ways to enhance teacher quality and improve student learning.

    Deb Sigman

    Senior Managing Director

    Deb Sigman draws on her state and national leadership experience in education policy, student assessment, accountability, and the use of educational data to develop and deliver technical assistance regarding the integration of curriculum, assessment, and instruction.

    Sigman serves as the Senior Advisor to the national Center on Standards & Assessment Implementation and recently co-authored “Designing a Comprehensive Assessment System,” a practical resource for states and school districts as they consider their current and future assessments.

  • Bryan Hemberg

    Bryan Hemberg

    Director, Assessment for Learning

    Bryan Hemberg provides expert technical assistance and customized services for state and district clients across the country on issues related to assessment development and transition, standards implementation, and test validation and accountability at the teacher, school, state, and federal levels. He specializes in the design, alignment, and application of assessment and accountability tools for different stakeholders.

    Hemberg oversees assessments for both general education and special populations, as well as alignment studies, standards reviews, and research on appropriate access of standards and fair assessment for all student populations.

    Hemberg received a BA in psychology from the University of Michigan and an MA in special education from Loyola Marymount University.

  • Nancy Gerzon

    Project Director

    Nancy Gerzon is a Project Director for WestEd, focusing on supporting education leaders to improve policy and develop systemwide approaches to increasing student learning.

    Gerzon has led teams from state education agencies, districts, and schools to develop policy and practice in formative assessment, data use, and instructional alignment, helping numerous schools develop systems for teacher learning, improve achievement, and exit Program Improvement status.

    Gerzon cowrote Growing into Equity (Corwin Press, 2013), which analyzes professional learning and leadership practices in four high-achieving, high-poverty schools.

    She received a Master’s degree in human resources administration with an academic concentration in systems change and workforce planning.
