We collaborate with clients nationwide, providing policy guidance and assessment design services responsive to local contexts. We create customized, research-based solutions to gauge student performance and promote engaging classroom settings in early childhood, K–12, postsecondary, and career technical education.

  • Joanne Jensen

    Joanne Jensen

    Director, Assessment Design and Development

    Joanne L. Jensen serves as WestEd’s Director of Assessment Design and Development. In that capacity, she develops strategic solutions to address state and district assessment needs, and she serves as a senior technical advisor for WestEd’s assessment development contracts.

    With more than 30 years of service at WestEd, Jensen has extensive experience supporting states in the development of standards-based assessments using both paper-based and computer-based administrations.

    Director, Assessment Research and Innovation

    As the Area Director of WestEd’s Assessment Research and Innovation team, Matthew Gaertner provides overall leadership for assessment research and development efforts across the agency. He manages a team of researchers focused on advanced topics in measurement, including innovative college and career readiness assessments.

    Gaertner also provides expertise and technical assistance in key areas, including psychometrics, statistical methods, standard setting, standards alignment, and experimental design.

    Deb Sigman

    Senior Managing Director

    Deb Sigman draws on her state and national leadership experience in education policy, student assessment, accountability, and the use of educational data to develop and deliver technical assistance regarding the integration of curriculum, assessment, and instruction.

    Sigman serves as the Senior Advisor to the national Center on Standards & Assessment Implementation and recently co-authored “Designing a Comprehensive Assessment System,” a practical resource for states and school districts as they consider their current and future assessments.
