The California Department of Social Services, in collaboration with WestEd, hosted a webinar series that focuses on on the revised California Framework for Infant-Toddler Learning and Development.
The series built a connection between planning and individualization through ongoing reflection, observation, and documentation to support infant and toddler development in early care settings in three learning contexts: relationships and interactions, routines, and environment and materials.
This archived webinar explores how care educators can be mindful as they care for infants and toddlers and utilize observation and documentation to make discoveries about each child’s self-directed learning.

Peter L. Mangione is Senior Fellow of Early Childhood Strategic Initiatives at WestEd and directs the Program for Infant/Toddler Care (PITC), a national model for early childhood professional development. He has led the creation of early learning and development standards and curriculum, infant, toddler, and preschool program guidelines, resources for supporting young dual language learners, and early childhood educator competencies.
Janis Keyser is a consultant with the Program for Infant/Toddler Care (PITC), where she develops curriculum, training materials, and online and in-person training. Before becoming a consultant, Keyser taught in the Early Childhood Education Department at Cabrillo College for 30 years, where she coordinated the California PITC Demonstration Program, and served as director and co-developer of the children’s centers at Google. She is the co-author of “Becoming the Parent You Want to Be” and the author of “From Parents to Partners.”
