Misinterpreting federal education programs authorizing statutes can have unintended but severe consequences on the effective implementation of the program’s fiscal provisions and requirements.
To proactively mitigate misinterpretations, school and district leaders should have a basic understanding of how existing federal authorizing statutes and their implementing regulations are structured.
This session delves into the fundamentals of federal statutes and regulations, specifically focusing on the structure of the Individuals with Disabilities Education Act (IDEA) and Every Student Succeeds Act (ESSA). Participants explore how to navigate the different components of the federal statutes and regulations governing the administration of these federal education programs. This increases their ability to easily navigate the different components and the available decision-making resources.
Session 2: Federal Property and Inventory Management Standards: Do Your Procedures and Records Pass the Test?

All other non-federal entities and recipients of federal funds are required to follow the Uniform Grant Guidance property and inventory management requirements to safeguard and protect tangible personal properties purchased with federal funds.
A clear understanding of the interaction between federal regulations, state codes, and policies can make a difference in determining whether your organization’s current inventory management practices comply with federal requirements.
This session provides an overview of federal property standards and explains auditors’ and state monitors’ expectations to avoid common audit findings related to the safeguarding of supplies and equipment purchased with federal grants.
Session 3: Navigating Federal Indirect Cost

Most federal grants are allowed to charge indirect costs within certain parameters under federal regulations. However, the complexity of these provisions and the calculation process present a high potential risk of noncompliance.
To accurately charge indirect costs to federal grants, LEAs should understand the difference between restricted and unrestricted indirect cost rates.
This session reviews the indirect cost rate types and requirements, including the basic definition to increase participants’ ability to accurately charge indirect costs to their federal grants and avoid unintended audit findings.
Session 4: Internal Controls for Effective Financial Management and Federal Grant Administration

LEAs must implement effective and efficient processes to ensure federal funds are obligated before the end of the availability period.
To mitigate the risk of returning unused federal subgrants, internal controls required under the Uniform Grant Guidance should help maximize the effective use of federal funds. Effective financial management and transparency between fiscal and program officers are essential for better program outcomes.
This session reviews the internal controls and federal financial management requirements and explores the recommended procedures and best practices for the timely obligation of federal funds and the federal grant close-out process for your federal subgrants, particularly the expiring funds.

This fee includes admission for one person to the selected sessions, all training materials from the live webinar, and access to the recorded training session for up to 90 days.
