What You Will Learn
At the State Education Agency level:
- Develop or revise the system for identifying and supporting districts in the area of disproportionality, which may include:
- Reviewing policies, calculations, developing thresholds for identification, working with stakeholders, developing procedures and developing and managing a system of support for districts identified as significantly disproportionate
At the School District level:
- Work individually with specific school districts identified with significant disproportionality, providing the support to implement appropriate coordinated early intervening services (CEIS) that will resolve the identified disproportionality issues, which may include:
- Data collection and root cause analysis, collaborative team development, implementation of Multi-Tiered System of Supports (MTSS), and action plan development for supporting improvement in areas identified in the root cause analysis
Who Will Benefit
State Departments of Education that:
- Need to revise their significant disproportionality policy and procedures
- Have identified very few school districts as having significant disproportionalities
- Have never identified school districts with significant disproportionalities
School Districts that:
- Have been identified with significant disproportionality to make improvements to their supports and services and climate and culture to better address the needs of identified students
Service Details
Services provided will depend on the level of assistance needed. In a most intensive level of support, this work may require several planning meetings with leadership staff, stakeholder facilitation, and ongoing management of the process (annual or multi-year process); and/or it might involve reviewing current processes and procedures, and then suggesting recommendations for improving the system.
Overall, it is expected that this kind of work will be intensive, whether the work is state level, school district level, or an individual school.

The work will be provided by WestEd staff with deep expertise and experience in improving systems of support at both the state and local levels.
Cost
Costs will be based on the level of intensity of the service. WestEd staff will work with leadership to identify areas of need and make recommendations for levels of support in order to implement the next steps of the plan.
