Join us for the second session in our Leading Voices Online Conversation Series, which spotlights scholarly and practitioner perspectives on pressing education issues.
With the recent federal recovery funds lasting only three to five years, how do districts sustain innovative and effective support services and improve student outcomes over the long term?
Building on research and experience in the field, Jason Willis, Director of Strategic Resource Planning & Implementation for WestEd, will host a fireside chat with Nolberto Delgadillo, Chief Financial Officer for Portland Public Schools (PPS), to discuss PPS’s efforts to maintain an approach to build, establish, and evaluate investments from one-time federal resources.
The chat is designed to support your efforts to sustain investments in student learning strategies and improve equity for all students by offering real-world examples from an urban school district serving more than 49,000 students in 81 schools.

Featured Speaker
Nolberto Delgadillo joined Portland Public Schools in January 2021, taking on the role of the district’s financial leader. He is responsible for ensuring that district funds are managed responsibly and reported accurately, for leading the full spectrum of financial services. He moved to Portland from Oklahoma, where he served as Chief Financial Office at Tulsa Public Schools. Before that, he served as Chief Operations Officer in Los Angeles at the LA Promise Fund and Green Dot Public Schools. He also spent over 12 years in the health care sector. He is a Southern California native with degrees from the University of Southern California and Loyola Marymount University, earning both an MBA and a Master’s in Educational Leadership. The son of immigrant parents, Delgadillo’s career has included a great deal of work in support of Black and brown students.
As the Director of Strategic Resource Planning & Implementation for WestEd, Jason Willis oversees and guides the agency’s school finance, governance, and accountability efforts. His team supports state, regional, and local education agencies to align their education policies, strategies, and accountability practices to achieve more equitable outcomes for students. Willis and colleagues provide this support through capacity-building, facilitation of professional learning networks, policy implementation strategies, and analysis of financial data, including data on the effective use of resources.
